The allocation of public funds, or taxes paid, seem to give the payers a sense of ownership or responsibility of where “their” money goes. The public administrator must use guiding principles or polices to properly allocate the funds. These policies could include paying for essential services to include police, fire, public works and the court systems. Equality and need are subjective funding guides however; they are important to determine which projects gets funded and which ones are tabled. 
           The political process comes into play with lobbying for fighting for those limited funds for projects a person wants or issues they believe in. This process can also be used to fight against people or service for the sole reason of people do not believe they should pay for services that benefit someone else. Elected or appointed leaders are balancing the good of the community versus the good of the constituents that elected or appointed them in the first place. 
           The best result is to have a process in place to make decisions, to reduce as much as possible the political manipulation and do the right thing for greatest number of people. Allowing for empathy and compassion along with compromise may allow city or public funds to be used correctly.
